New SF Consul General Introduced to the Filipino Community
Hon. Marciano A. Paynor, the new Philippine Consul General to San Francisco, was introduced to the Filipino community in the San Francisco Bay Area and Northern California in a welcome reception held in his honor on 20 October 2007 at the Consul General’s official residence in San Francisco.

calls; installation of suggestion box for clientele’s comments and suggestions; and increased outreach services to bring the Consulate closer to those within its areas of coverage.
Consul General Marciano A. Paynor, Jr. who replaced now Philippine Consul General to Shanghai Maria Rowena Mendoza Sanchez, praised the work of his predecessor and vowed to continue her legacy of providing quality service to the Filipino community.
Prior to his assignment to San Francisco, Consul General Paynor served as the Chief of Presidential Protocol, Presidential Assistant for Foreign Affairs, Presidential Assistant for State and Foreign Visits, and Secretary General of the ASEAN National Organizing Committee in Manila.
Born in Baguio City, Consul General Paynor holds a Bachelor of Science Degree from the Philippine Military Academy. He started his military career as Junior Officer of the Presidential Guard Battalion in 1971.
He later took the trade path which started his Foreign Service career. He was Special Assistant to the Secretary of Trade in 1979 when he got his assignment as Market Analyst at the Philippine Trade Office in Chicago and later moved to Washington, D.C. as Attaché.
In the Foreign Service, he was posted as a young officer in Washington, DC in 1983; Gabon, Africa in 1986; and Budapest, Hungary in 1989. After his return to the Philippines in 1991, he served at the DFA Home Office and later, in Malacañang as Chief of Presidential Protocol. In 1998, he was assigned to the Philippine Embassy in Rome as Charge d’Affaires, a.i. and Deputy Chief of Mission.
He became Ambassador to Israel with accreditation to Cyprus in 2000 and Consul General to Los Angeles in 2002 with concurrent designation as Presidential Assistant for State and Foreign Visits in Malacañang.
The Consul General is married to Mrs. Teresita Bustamante and they are blessed with three daughters.
