Assistance to Nationals
A primordial concern of the Consulate as mandated by the “Migrant Workers” and Overseas Filipinos Act of 1995” (Republic Act 8042) is the protection and promotion of the rights and welfare of Filipinos overseas.
The rendering by this Consulate of assistance to Filipino nationals in distress was distinguished by the following:
  1. Close and constant coordination with the different U.S. agencies, non- governmental organizations and other support groups and the Office of the Undersecretary for Migrant Workers Affairs (OUMWA) of the Department.
  2. Steadfast vigilance and monitoring of the situation and cases of Filipinos in need of urgent intervention, especially those involved in cases having to do with labor, welfare, immigration, and infractions with U.S. criminal laws.
  3. Use of diplomatic means and other mechanisms available to ensure just and humane treatment of Filipinos, or the fair and expeditious disposition of cases involving Filipinos.

The management and resolution of ATN cases were effectively handled primarily through the efforts to advocate adherence to fair trial and immigration and customs authorities of the host state.

Protocol services were rendered by a team of male personnel took turns performing protocol assignments which, as far as practicable, were calendared and distributed in advance.

 
Public Information & Cultural Activities

In its desire to deepen its relations with the Filipino-American community and enhance cultural awareness and interest in the Philippines, the Consulate took part in various social and cultural functions tendered by Filipino-American organizations and initiated cultural and information exchanges and dialogues.

The Consulate also disseminated and promoted Philippine arts and culture and maintained an active partnership with the Filipino-American community in its various cultural activities and programs. The Consulate also assisted some organizations in their cultural activities by providing them with video tapes, display paraphernalia, promotional information program with its various stakeholders.

The Consulate kept the public abreast of developments relating to its services or the concerns of the Philippine government. It worked in close partnership with the protection of the basic rights of the persons involved. Assistance from government institutions and non-governmental organizations was also successfully obtained and made available to beleaguered Filipino nationals. Post made sure that Filipinos facing criminal charges but could not afford competent legal assistance were assigned state-funded public defenders, and that the latter paid due attention to our nationals’ cases.

Deportation cases, in particular, were dealt with judiciously prior to issuance of a Philippine travel document, as requested by the local immigration authorities. In these instances, the Consulate took steps to ensure that due process of law is observed at every stage of the proceedings, and that any action taken was consistent not only with laws of the United States, but also with relevant treaties and international agreements.

 
Airport Courtesies and Assistance to Visiting Government Officials
Assistance to visiting government officials is a continuing concern of the Consulate. Airport courtesies, in particular, are extended to arriving or departing officials and dignitaries, in coordination with community media for the timely dissemination of relevant information affecting both the Filipino nation and the Filipino-American community in the host country.
