Statement on the Declaration of a State of National Emergency

In response to a clear and present danger against our democracy and national security, President Gloria Macapagal Arroyo yesterday issued Proclamation 1017 declaring a state of national emergency.

The President asserted her leadership, under the Constitution, to face this danger, to protect and to enhance democracy, and to continue to promote development.

Declaring a state of emergency is not a declaration of martial law. Neither is it meant to suspend the privilege of the writ of habeas corpus, nor to curtail basic freedoms.

The Philippine Government is in control, and with the measures taken, the situation is expected to normalize shortly.

In the meantime, the officers and staff of the Philippine Consulate General in San Francisco remain committed to their oaths of office to support and defend the Constitution of the Philippines and to follow the laws of the country and the lawful orders and directives from the duly constituted authorities of the Republic.

The Philippine Consulate General in San Francisco will continue to work for the interest of the Filipino people. Public services will continue to be rendered in line with the countryÕs foreign policy of preserving and enhancing national security, promote and attain economic security, and protect the rights and promote the welfare of Filipinos overseas.
