Customs Commissioner Clarifies Issue on the Bureau's Daily Revenue Collection Target
In light of the various queries and reactions by overseas Filipinos ,
balikbayans and foreign visitors to the Philippines to the Bureau of Customs'
program to undertake stringent inspection of all baggages of arriving passengers
to search for taxable items in an effort to collect P1 million daily quota, Customs Commissioner Alberto Lina has issued a statement concerning the issue:
In a letter to the Department of Foreign Affairs, the customs chief
emphasized that the daily revenue collection target set by the Bureau is merely
part of its regular annual revenue collection goal, and that the P1 million
collection quota was only projected on the basis of the volume of incoming
passengers in the Ninoy Aquino International Airport (NAIA).
Commissioner Lina stated that the main thrust of the program is the
collection of appropriate duties and taxes on luxury items such as jewelry,
electronic and communication devices, digital softwares and articles of
commercial quantities brought into the Philippines by foreign and Filipino
travelers and does not intend to restrict or curtail the benefits and privileges enjoyed by OFWs and Balikbayans.
The Bureau of Customs, the Commissioner added, is in the final phase of "Re-energizing the passenger service" with an objective to provide a truly world class service and hassle-free international airport manned by well-trained, courteous, and hospitable frontliners and that their inspection and examination of baggages will be conducted in the most expeditious, convenient and orderly manner.
Commissioner Lina also announced that a brochure entitled: "Passenger Guidelines for Travellers" will soon be distributed at international airports in the country as well as Philippine Foreign Service Posts. This brochure will define and describe in simple terms information on customs and quarantine laws, rules,regulations and procedures.
