Rp Government Cited By U.N. For E-Government Readiness
The United Nations cited the Philippines as one of the top countries in South and Eastern Asian in terms of e-government readiness. Ranking fourth in the region, the Philippine government website, http:/www.gov.ph was cited by the UNÕs 2005 Global e-Government Readiness Report s Òat par with the best in the worldÓ.
The websiteÕs Òdedicated e-services sectionÓ said the UN Report, Òillustrates that one can simply but effectively integrate information across departments and provides a single space for the users to find them.Ó
The report also noted the websiteÕs multi-topic discussion forum, as well as its recent feature enabling citizens to comment directly on news items posted on the site.
Impressed with the websiteÕs accessibility to the public through the use of wireless alternatives-the short message service (SMS), wireless application protocol (WAP), as well as through a pocket PC section- the report went on to commend its ÒIssuances for CommentsÓ section which further encourages the public Òto partake in the policy-making process by providing feedback.Ó
The Philippines ranks high in promotion of e-services, notably its Revenue Integrity Protection Service site, http//www.rips.gov.ph, which provides instructions and access for the filing of corruption complaints online, by phone of through SMS.
ÒThe Philippines has developed a solid presence across all stages of e-government. In general, therefore, it has covered most of the basic functions and features while simultaneously developing transactional facilities and venturing into the networked presence stage through it still lacks a formal online consultations mechanism,Ó according to the report.
It suggested that the Philippines fortify sites at the ministerial level to match the quality of the national website, which recently underwent redesign and reconstruction, with the aim of further improving service to the public.
Consul General Sanchez welcomed this positive development Òit has always been the plan of the government to be able to adequately use the current technology available to better server the Filipino people.Ó
ÒThe UN report highlights the preparedness of the Philippines and the ability of its people to adapt the new technological developments and use these for the good of the whole nation, e-services will allow government to more effectively and efficiently serve all our kababayansÓ, she added.
